What happens if you don't submit
Missing a filing deadline isn't a quiet slip — it sets off a defined enforcement sequence at ICASA. Here's the chain of events, step by step.

You're classified as non-compliant
ICASA flags your licence as non-responsive and non-compliant. Persistently unresponsive licensees have been named on public non-compliance lists published in the Government Gazette.

Your future applications get frozen
ICASA is entitled to reject any new application or notice while your compliance history is outstanding — so tariff changes, new products, and licence transfers all stall until it's cleared.

Referral to the Complaints and Compliance Committee
Your file is escalated to the CCC, ICASA's tribunal for adjudicating non-compliance — you're required to appear and answer for the breach.

Financial fines
Failing to submit required reports can draw a fine of up to R1,000,000 under the General Licence Fees Regulations. Giving ICASA false or misleading information, or ignoring a notice from the Authority, carries a fine of up to R5,000,000 under Section 17H of the ICASA Act. For a broader breach of your licence conditions, the CCC can recommend a fine of up to 10% of your licensed service's annual turnover.

Suspension or revocation of your licence
If non-compliance continues, the CCC can recommend the ICASA Council suspend or revoke your licence outright. Providing an electronic communications service without a valid licence is prohibited under the Electronic Communications Act — the point at which this stops being a paperwork problem.
Figures and process per the ICASA Act 13 of 2000 (as amended), the General Licence Fees Regulations, and the Compliance Procedure Manual Regulations. ICASA has discretion over whether and how much to fine — not every late or incorrect filing draws the maximum penalty or reaches the CCC.
